The EU could impose mandatory energy saving targets if member states do not boost their efforts, Reuters has learned.
It claims that energy commissioner Guenther Oettinger has given governments two years to get on track with the goal to reduce energy use by 20 per cent by 2020, which is currently a non-binding agreement.
A draft EU document states that achieving this target will create around two million jobs, primarily in construction and engineering.
According to EU data, Europe has achieved a saving of 8.9 per cent, less than half of the target level.
The draft also states that refurbishing existing building stock should be done at a faster rate. It states: “Each refurbishment should bring the building up to the level of the best ten per cent of the national building stock.”
The 27 member states are already faced with achieving mandatory targets to cut carbon emissions by 20 per cent by 2020 and generate 20 per cent of their energy from renewables by the end of the decade.
