The Energy Bill provides certainty for landlords as it gives them time to plan ahead and make green home improvements to their housing stock, claims John Alker, director of policy and communications at the UK Green Building Council (UK-GBC).

Welcoming the section of the Bill that will require landlords to meet a certain level of energy efficiency from 2018, making it illegal to rent out properties that have less than an ‘E’ energy rating, Mr Alker said that it “places stronger emphasis on the need for landlords to upgrade their properties”.

He added: “As a general principle that holds true, because when a business knows what is coming up on the horizon it can plan, invest and innovate.

“I think the same principle goes here – it’s about setting out the direction of travel, saying ‘this is where we need to get to at this point in time and here’s the means by which we get there’.”

The government is also committed to making all new homes built in the UK zero carbon by 2016.
